The directions say to "Install the 5/16 x 1 carriage bolt...." so that's what I did as shown here. Unfortunately, in this case (and this case only) "install" apparently means to push the bolt in place but not put on the washer and locknut. Sigh. I undo both sides. You're supposed to have the "L" support bracket in place before the washer and locknut go on, see next pic.
